If you purchase a commercial trip to Artek, then fill out an Agreement on the provision of paid educational services. A sample of it is on the official website of Artek or you can say it.   • Clothes for the summer season. You need 2-3 sets of shorts (skirts) and T-shirts, a pair of jeans or trousers, a tracksuit with closed sports shoes, two swimming trunks (swimsuits), 5-6 pairs of socks. Be sure to have several changes of underwear and comfortable and light sleepwear. For footwear, a casual pair, beach flip-flops, and sandals with a fixed heel are recommended. Responsibility for providing information about the state of health of the child and information about the absence of medical contraindications for referral to the Artek MDC lies with his parents (legal representatives), who, before sending the student to the Artek MDC, get acquainted with detailed information about medical requirements, which can be found on the official website MDC "Artek" (http://artek.org/informaciya-dlya-roditelyay/medicinskie-trebovaniya/).

1.3. Criteria for determining children to be encouraged with vouchers to the Artek MDC in the following areas:

1.3.1. Education and science:

  • municipal (district), regional (city), interregional, all-Russian (all-Russian), international olympiads, competitions, shows and other events in the field of education and science.

1.3.2. Culture and art:

  • winners and prize-winners (individual or team championship) of municipal (district), regional (city), interregional, all-Russian (all-Russian), international creative competitions, festivals, exhibitions and other events in the field of culture and art.

1.3.3. Sport:

  • winners and runners-up (individual or team championship)
  • municipal (district), regional (city), all-Russian (all-Russian), international championships (championships), public sports events, including applied sports.

1.3.4. Social activity:

  • leaders and activists of children's and youth organizations and movements who have distinguished themselves in socially useful activities, holders of the golden TRP badge, including volunteers who have earned awards for activities in the social sphere at least at the municipal (district) level;
  • schoolchildren who are the authors of developed socially significant projects.

II. The procedure for selecting and sending students to the Artek Medical Center

2.1. The selection and referral of students is carried out through the automated information system “Putevka” based on the results of a competitive selection based on the final rating of the student’s achievements in the application posted in the AIS “Putevka” system (website httр//artek.deti).

2.2. The regional operator monitors and checks the achievements posted by children in the AIS “Putevka” for authenticity and correctness. If inconsistencies are identified, the achievement is rejected.

If there is a team achievement, the documents (scanned copies of documents) confirming the achievement are accompanied by a list of the children's creative team, sports team, etc., certified by the team leader.

  • school level (signed by the school principal or class teacher), school stage of municipal (regional, all-Russian, etc.) competitions;
  • diplomas without indicating a prize place;
  • for participation in various events, master classes;
  • - for academic success, successful completion of music (art, sports) and other schools of additional education;
  • received remotely (without personal participation at the location of the award recipient’s competitive event);
  • received through participation in online competitions and olympiads;
  • received during shifts in children's health camps, incl. at the Artek Medical Center;
  • posted several times (repeatedly);
  • gratitude to parents (legal representatives), class teachers;
  • certificates of completion of various language levels, courses, as well as certificates (diplomas, etc.) in foreign languages ​​without Russian translation;
  • report card, diplomas for excellent studies (only certificates of merit are considered);
  • without specifying the timing (year) of the event;
  • without the signature and/or seal of the organizing committee confirming the authenticity of the achievement;
  • if the level of achievement is incorrectly indicated in the AIS “Putevka” system;
  • achievements of children that were used in applications with the status “Completed”.

2.5. The distribution of vouchers is carried out exclusively through the AIS “Putevka”, taking into account the quota by class and gender established in the AIS “Putevka”.

2.6. The distribution of vouchers takes place automatically, taking into account the rating of achievements, gender and age criteria. In accordance with the allocated quota and the rating assigned by the system after checking applications by the regional operator, candidates for receiving a voucher are automatically determined. Applications are assigned the status “Voucher received” or “Failed by rating”.

2.7. Candidates who submitted an application but were not rated remain on the waiting list and may be offered vouchers for vacant places, if available.

2.8. When allocating additional vouchers issued directly through the operator of the Artek MDC, the decision is made based on the rating of students in the AIS “Voucher” system, taking into account the distribution of vouchers proposed by the Artek MDC.

The rating is compiled on the basis of applications registered in the system and having the statuses “Accepted”, “Did not pass the rating” or “Refusal of the applicant” (for a good reason) without taking into account the shift number. Applications from students who have already received vouchers to the Artek International Children's Center as an incentive this year are not taken into account.

III. The procedure for submitting and considering applications for vouchers to the Artek International Children's Center

3.1. To participate in the competitive selection, candidates for a voucher or their parents (legal representatives) must:

3.1.1. Register an account on the website httр//artek.deti.

3.1.2. Completely and accurately fill out the child’s profile in your personal account (contest participant data).

Contact details of the parent (legal representative) (telephone and email) are required to be filled out.

If inaccurate data and (or) incomplete data are identified, the candidate’s profile is not subject to consideration.

3.1.3. Upload the child’s achievements for the last three years in accordance with the requirements of paragraphs 3.3, 3.4, 4.3 of this procedure;

3.1.4. Apply for the selected shift.

3.2. Submission of an application for competitive selection is carried out in the AIS “Putevka” in several steps:

Step 1. Select the type of voucher - “Voucher from the region”.

Step 2. Select a shift from the list provided.

Step 3. Move the achievements displayed in the left window to the right window by double-clicking on the diploma image, the allowed number of achievements is no more than 15.

Step 4. At this stage, the preliminary rating of the application is displayed, if the rating is zero, then step 3 was performed incorrectly, you must click “Back” and repeat step 3, and then download the student’s characteristics in JPEG or PDF format.

3.3. A participant can attach no more than 15 achievements to an application for competitive distribution: up to 10 achievements in the “Awards” section and up to 5 achievements in the “Other” section.

3.3.1. In the “Awards” section, scanned copies of certificates of merit, certificates with honors, certificates, diplomas, certificates of conferment of the title of winner, prize-winner, laureate, grand prix (1-3 individual or team place) of a competition, competition, Olympiad, Spartakiad, show, festival, etc.

3.3.2. In the “Other” section, scanned copies of IDs, diplomas, diplomas, certificates, letters of gratitude, etc. are uploaded, indicating the socially useful activities of the child at least at the municipal (district) level.

3.3.3. It is not allowed to upload scanned copies of awards (certificates, diplomas, diplomas, etc. conferring the title of winner, prize-winner, laureate, grand prix) into the “Other” section and vice versa - upload scanned copies of documents indicating socially useful child’s activities (certificates, diplomas, diplomas, certificates, letters of gratitude, etc.) in the “Awards” section.

3.3.4. Achievements must be scanned as a separate JPEG or PDF file.

3.3.5. When adding an achievement to your personal account, the candidate for a voucher independently determines the type of activity of this diploma and the level of achievement.

3.4. A registered user can submit multiple applications for different shifts.

3.5. Only one application is submitted per shift.

3.5.1. If a user submits several applications with the same rating for one shift, only one application will be considered by the regional operator. The remaining applications are rejected and do not participate in the competitive selection.

3.5.2. If a user submits several applications with different ratings for one shift, the regional operator will consider only one application with the highest rating assigned by the system. The remaining applications are rejected and do not participate in the competitive selection.

3.5.3. If a user submits a repeated application for one shift after the previous application has been reviewed by the regional operator and assigned the status “Accepted,” all subsequent applications are rejected and do not participate in the competitive selection.

3.6. The decision to refuse the application or to reject the application is made for the following reasons:

  • the child’s profile in the personal account is incompletely completed (there is no birth certificate, etc.);
  • non-compliance of competitive selection participants with the age requirements of the shift;
  • several applications were submitted for one shift by one user;
  • the participant has already become the winner of the competitive selection during the calendar year, but refused to travel to the Artek International Children's Center without a valid reason;
  • in the process of checking achievements, the rating of the application was less than the threshold value for the shift (the threshold value is set in the AIS “Putevka” by default, it can be changed by the operator of the Artek MDC in the AIS “Putevka” due to the lack of the required number of applications, taking into account gender and age criteria) ;
  • the participant has already received a voucher to the Artek International Children's Center as the winner of the competitive distribution of vouchers this year;
  • in case of discrepancy between the actual data about the child and the information posted in the AIS “Putevka” system, attaching false documents to the profile;
  • failure to provide or untimely provision of documents to the Department of Recreation and Health of the Department of Education of the city of Sevastopol in accordance with clause 5.1. of this provision.

3.7. If documents are attached to the application that do not correspond to valid information about the child (for example, scanned copies of documents confirming non-existent achievements), the student is deprived of the right to participate in the competition during the calendar year.

3.8. Acceptance of applications is completed by the regional operator 30 days before the start of the shift, with the exception of 1 shift of the new calendar year, when the recruitment of applications ends 15 days before the start of the shift.

3.9. Each application in the AIS “Putevka” system is assigned a certain status:

“New” - the application has not been processed;

“Accepted” - the application has been verified by the regional operator and allowed to participate in the competitive distribution;

“Rejected” - the application was rejected by the regional operator;

“Appeal” - an application submitted again if the applicant does not agree with the reason for the rejection of the application and requires its reconsideration;

“Voucher received” - the application is automatically approved by the system;

“Refusal of the submitter” - the applicant refused the submitted application;

“System failure” - the application is automatically rejected by the system;

“Filled” - the application is finally approved, the child goes to Artek.

3.10. Based on the results of consideration of applications, the AIS “Putevka” system automatically selects applications with the highest rating within the selected shift and established regional quota according to the distribution by class and gender.

3.11. Applications selected by the system automatically receive the status “Voucher received.” All other applications that do not meet the selection criteria are automatically assigned the status “Failed by Rating.”

3.12. Participants in the competitive selection independently monitor the status of the submitted application in their personal account.

3.13. All winners are informed about the conditions and procedure for sending students to the Artek International Children's Center within 5 working days from the end of consideration of applications.

IV. The procedure for sending students to the Artek Medical Center if they receive a voucher

4.1. Parents (legal representatives) of the winners of the competition are obliged, no later than 3 days from the date of notification of receipt of the voucher, to submit to the Department of Recreation and Health of the Department of Education of the City of Sevastopol (hereinafter referred to as the Department of Recreation and Health) at the address: 299011, Sevastopol, st. Shcherbaka, 12, room. 10 (2nd floor), the following documents confirming the child’s right to receive a voucher to the Artek MDC:

  • an application filled out by the parent (legal representative) in the form according to the appendix to these Regulations;
  • a certificate issued by a general education organization confirming the child’s education in this organization;
  • a reference from the place of study, certified by the signature of the head of the educational organization and the seal of the organization (if the document was not attached to the candidate’s profile on the artek.deti website);
  • a copy of the student’s birth certificate or civil passport;
  • a copy of the passport of the student’s parent (legal representative);
  • copies of IDs, certificates, patents, diplomas, diplomas, etc. on awarding the title of winner (1-3 individual or team place), laureate of a competition, festival, competition, Olympiad, show at the district, regional (interregional), All-Russian (all-Russian) or international level for the last three years, certified by the educational institution.

4.2. Documents are stored in the Department of Recreation and Wellness for a year in accordance with the requirements established by Federal Law No. 152-FZ of July 27, 2006 “On Personal Data.”

4.3. Upon receipt of a voucher (application with the status “Completed”), scanned copies of the following documents must be placed in the personal account of the AIS “Putevka”:

  • an application from a parent (legal representative) for provision of training and education in basic general education programs of basic general / secondary general education and admission to training in additional general education general development programs (without a parent’s application, a child will not be accepted at the Artek MDC);
  • a completed voucher for the child signed by one of the parents (legal representative);
  • informed voluntary consent from the parent (legal representative) of the student for medical intervention or informed refusal of types of medical interventions in the form approved by order of the Ministry of Health of the Russian Federation dated December 20, 2012 No. 1177n;
  • www.artek.org
  • - a questionnaire according to the form established by the Artek MDC.

4.4. List of documents required to be provided by parents (legal representatives) upon arrival at the Artek MDC in case of receiving a voucher:

  • two copies of the child’s birth certificate (once the child reaches 14 years of age - a copy of the child’s passport (page spread with photo, page with place of registration));
  • a medical card of a standard form, issued in a medical institution at the child’s place of residence (the form is posted on the official website of the Artek Medical Center www.artek.org in the “Information for Parents”, “Medical Requirements” section) with a doctor’s conclusion on the child’s health status and information about the absence of medical contraindications to referral to the Artek MDC, issued by a medical organization no more than 10 days before the child’s departure to the Artek MDC (with mandatory inclusion of information about vaccinations in the medical record);
  • a certificate of sanitary and epidemiological environment, issued no earlier than three days before departure to the Artek Medical Center;
  • - informed voluntary consent from the parent (legal representative) of the student for medical intervention or informed refusal of types of medical interventions in the form approved by order of the Ministry of Health of the Russian Federation dated December 20, 2012 No. 1177n;
  • a copy of the child’s compulsory health insurance policy;
  • application from a parent (legal representative) for admission to study in basic general educational programs of basic general, secondary general education and additional general educational general development programs at the Artek Medical Center;
  • application for participation in active activities;
  • a completed questionnaire according to the form established by the Artek MDC.

4.5. From November to April, the child must be vaccinated against influenza, and from April to November - against tick-borne encephalitis. In the absence of these vaccinations, it is necessary to issue a refusal in accordance with Order of the Ministry of Health and Social Development of the Russian Federation No. 19N of 2009;

4.6. The following are not accepted at the Artek MDC and are subject to referral to the place of residence at the expense of the parents (legal representatives):

  • - children who do not have an application for a directed shift with the status “Registered” in their personal account of the AIS “Putevka”;
  • - children who do not have properly executed scanned copies of documents specified in paragraph of these regulations in their personal account of the AIS “Putevka”;
  • - children who, upon arrival at the Artek MDC, do not have the documents provided for in clause 5.4. this provision;
  • - children who do not meet the age criteria specified in paragraph of these Regulations;
  • - children who have medical contraindications for staying at the Artek MDC (the list of indications and contraindications for referral to the Artek MDC is posted on the website www.artek.org in the “Information for Parents”, “Medical Requirements” section);
  • - children with any forms of pediculosis (parents (legal representatives) accompanying the above children are required to accept them for return escort to their place of residence at their own expense).

4.7. In case of refusal of the provided voucher to the Artek MDC, the parents (legal representatives) of the winners of the competition are obliged to notify the Recreation and Wellness Department of their decision within 2 days from the date of notification of receipt of the voucher by phone 55-74-69, +7 978 3000223 or by email otdel.zdorov@yandex,ru.

V. Responsibility

5.1. The Department of Education of the city of Sevastopol, authorized to work on sending children to the Artek MDC, as well as parents (legal representatives) are responsible for compliance with the requirements of these Regulations in accordance with the legislation of the Russian Federation.

5.2. Parents (legal representatives) accompanying the children bear full responsibility for the life and health of the children before they are handed over to a representative of the Artek MDC upon arrival and after the children are transferred from the Artek MDC upon departure to their place of residence.

5.3. Users of the AIS “Putevka” who submit an application to participate in the competitive distribution of vouchers confirm their agreement with the procedure and conditions defining the competitive distribution and undertake to follow them, also consent to the processing of personal data that may be needed for collection, systematization, storage , clarification (updates, changes), processing, distribution, etc. taking into account the current legislation of the Russian Federation.

By providing personal data, the participant confirms that he is familiar with the rights and obligations provided for by Federal Law No. 152-FZ of July 27, 2006 “On Personal Data” and these Regulations.
